At approximately 6:20 PM on February 16, 2016, [redacted] arrived at the home of his girlfriend, [redacted] located at [redacted], in the Bronx. [redacted] resided there with her two children, aged [redacted] and [redacted] respectively. [redacted] lived on the opposite side of the same building. [redacted] was not home at the time. When [redacted] arrived in the hallway of [redacted]'s apartment, [redacted]'s ex-boyfriend, [redacted] confronted [redacted], lunged at [redacted] with a knife, missed [redacted] and then fled. [redacted] called 911 to report the crime.
PO Rayon Grant (hereafter referred to as POM Grant) and PO Tricia Grant (POF Grant) of the 46th Precinct responded. They joined [redacted] inside [redacted]'s apartment and recorded what information [redacted] was able to provide. They instructed [redacted] to contact them again when [redacted] who could provide further information about [redacted] returned. The officers then departed.
At approximately 7:30 PM [redacted] and her children returned home from a daytime party at which [redacted] had consumed two mixed alcoholic beverages. Upon her return, [redacted] called 911 to request that the officers return to complete the report. The officers returned to the location and requested that [redacted] meet them outside of the building. Outside, [redacted] spoke with the officers, who remained inside their RMP. However, the officers, who believed they had all of the information they required regarding the perpetrator, drove away while [redacted] who believed the officers required further information, was attempting to provide it.
[redacted] returned to her apartment and informed [redacted] of what had occurred. [redacted] subsequently called 911 multiple times to request that the officers return to complete the report. These calls were marked as duplicates of the original event. However, the job eventually then came over the air as a family dispute, requiring the officers to respond.
