Summary

At approximately 3:00 p.m. on May 3, 2016, [redacted] and [redacted] were driving home from work when they were pulled over by Deputy Inspector William Taylor, the commanding officer of the 60th Precinct, on West 15th Street between Mermaid Avenue and Neptune Avenue, in Brooklyn (Allegation A). At the time, [redacted] was driving a vehicle that his cousin had lent him. The vehicle had Pennsylvania license plates. [redacted] was in the front passenger's seat. As [redacted] was stopping his vehicle, Deputy Inspector Taylor went over his loudspeaker, telling the civilians, "Put your fucking hands out of the window" (Allegations B and C). After [redacted] and [redacted] pulled over, a large group of officers, which included Sergeant Richard Cohen, Police Officer Michael Saluzzi, Police Officer Cecilia Pena and Police Officer Brian Bradshaw of the 60th Precinct, responded to the location.
Deputy Inspector Taylor approached [redacted] on the vehicle's driver' side and asked him for his identification. After [redacted] provided it, Deputy Inspector Taylor ordered both him and [redacted] to step out of the vehicle. He escorted them to the rear of their vehicle. An unidentified officer then entered the vehicle and searched the area around the driver's seat (Allegation D). Nothing was removed from the vehicle. While this officer searched the car, Deputy Inspector Taylor berated [redacted] and [redacted] He accused [redacted] of making an improper left turn, and also stated that it was "against the law" to have a Pennsylvania license plate in New York. Upon learning that [redacted] and [redacted] were from Queens, Deputy Inspector Taylor allegedly said, "Keep that shit in Queens," "I don't give a fuck about that," and, "You niggers are not going to be doing what you do in Queens" (Allegation E through H).
