Description: On July 7, 2013, Plaintiff Protin was leaving his boat docked near W. 78th St and Neptune Ave. in Brooklyn, NY. As Plaintiff Protin was approaching his car, defendant PO Saluzzi approached him and immediately handcuffed Protin. Protin was searched and defendant Saluzzi took Protin's car keys without permission. Saluzzi unlocked Protin's car without permission. Plaintiff Hobin was sleeping in the back of Protin's car with permission. Defendant PO Drew dragged Hoban out of the back of the car by his hair with enough force to knock his shoes off, and broke Hoban's glasses. Hoban was then handcuffed and arrested. Description: Defendant officer approached Plaintiff 1 and told them he "fit a description". When Plaintiff verified he was not under arrest and tried to leave, officers pepper sprayed him, threw him to the ground, and searched him. When the other 2 plaintiffs approached the scene, they were both pepper sprayed. Plaintiff 1 was charged with dis con and possession of marijuana. Money was also taken.
