On May 16, 2016, at approximately 8:30 p.m., in front of [redacted] Lt. Raymond Meyer and PO Lawrence Sanchez of the 41st Precinct stopped [redacted] cousin, [redacted] (Allegations A and B). [redacted] her husband, [redacted] and her brother-in-law, [redacted] gathered at the scene. [redacted] filmed a portion of this incident on her cell phone. When [redacted] asked why [redacted] had been stopped, PO Sanchez allegedly told [redacted] "I don't need to tell you shit" (Allegation C).
Lt. Meyer arrested [redacted] for disorderly conduct: obstructing traffic and resisting arrest (Allegation D) (BR 02). In the course of effecting this arrest, Lt. Meyer and PO Sanchez brought [redacted] to the ground (Allegations E and F). Once on the ground, Lt. Meyer allegedly pepper sprayed [redacted] (Allegation G).
PO Sanchez requested additional units to the scene. When they arrived, Lt. Meyer instructed them to arrest [redacted] and [redacted] for obstructing governmental administration (Allegation H) (BR 03-05). Lt. Meyer then told [redacted] to "shut the fuck up," (Allegation I) before pepper spraying [redacted] and [redacted] in quick succession (Allegation J). PO Sanchez told [redacted] "I told y'all to back the fuck up and you didn't back the fuck up so all y'all are going to jail" (subsumed under Allegation C).
Upon arrival to the 41st Precinct stationhouse, [redacted] was allegedly strip-searched (Allegation K). [redacted] was initially escorted to a private holding cell at the rear of the stationhouse. Officers under the supervision of Lt. Meyer dragged [redacted] on the floor from this private holding cell to the general population holding cell at the front of the stationhouse (Allegation L).
[redacted] requested that officers escort him from the holding cell to the bathroom. An unidentified officer told him, "Hold the fuck on," and, "Wait a fucking minute."
