On June 30, 2016, at approximately 9:00 p.m., [redacted] was returning home to [redacted] in Staten Island when he was stopped outside of his building by Det. Michael Friedman and Det. Hasan Elci of Narcotics Bureau Staten Island (Allegations A). [redacted] heard a commotion and exited the building to see what was happening. The officers stated that someone had observed [redacted] selling narcotics. [redacted] disputed this and told the officers that [redacted] was only [redacted]. The officers stated that they were waiting for their supervisor. [redacted] told the officers, "You can check my pockets if you want to." Det. Friedman allegedly searched [redacted]'s pants pockets (Allegation B), finding only his cell phone and his cell phone charger. Sgt.
