Summary

On November 5, 2016, at approximately 12:30 a.m., [redacted] visited AMC Loews Theater at 312 West 34th Street in Manhattan to watch a movie, Dr. Strange. [redacted] had already purchased a ticket for the movie but was informed by theater staff that it was too late for him to be allowed inside the theater and that he needed to leave the building. [redacted] believed that this was unfair and began to argue with members of the theater's staff and security team. Eventually, a theater security guard called 911 and at least 10 officers from the 14th Precinct responded to the scene. When PO Lamarr Barnes entered the theater, he grabbed [redacted] by the collar of his shirt and pushed him outside (Allegation A). While [redacted] was outside, PO Donna Ellison allegedly stated that he was "crazy" (Allegation B). Officers then called for an ambulance to transport [redacted] to [redacted]. While they waited outside, several unnamed officers called [redacted] "crazy" and "out of his mind" (Allegation C). [redacted] asked PO Kelly-Anne Flowers if he could speak to the one officer on scene who he felt was treating him with respect. In response, she allegedly said "You like his big, beautiful eyes. You might go home with him" (Allegation D). [redacted] was not arrested or issued a summons as a result of this incident [01 Board Review].
[redacted] was transported from the theater to [redacted] and received psychiatric treatment. Read report for details.
