Summary

On January 21, 2017 at approximately 5:25 p.m. [redacted] was pulled over by PO Jennifer Torres and PO Christopher Collins of the 60th Precinct at the intersection of Shore Parkway and East 11th Street in Brooklyn for speeding. PO Torres and PO Collins approached [redacted]'s vehicle, and PO Torres requested his license and registration. [redacted] refused to provide his license and registration unless PO Torres showed him the radar gun, which PO Torres would not do. PO Torres radioed for backup.
Within a few minutes, PO Anthony Contessa and PO Kurt Cani of the 60th Precinct arrived at the location. [redacted] continued to refuse providing his license and registration without being shown the radar gun. PO Contessa allegedly reached inside [redacted]'s front left jacket pocket and his front left pants pocket (Allegation A) and removed [redacted] license. PO Contessa allegedly told [redacted] "You could be arrested" (Allegation B). [redacted] was issued a summons (Board Review 01) by PO Torres for speeding, and PO Contessa and PO Cani left the location. [redacted] returned to his vehicle and sat inside while reading over the summons. PO Torres approached, and informed him that he could be issued an additional summons for parking in a no standing zone, at which point [redacted] left.
Later, [redacted] returned to Shore Parkway and East 11th Street because he wanted to ask PO Torres a question. [redacted] pulled up directly in front of PO Torres' vehicle. PO Torres exited her vehicle, approached [redacted]'s, and allegedly stated, "Are you fucking kidding me?" (Allegation C). PO Collins encircled [redacted]'s vehicle and looked around it with his flashlight. PO Collins allegedly stuck his head fully inside [redacted]'s front driver's side window, and allegedly held his flashlight inside [redacted]'s rear left and right windows (Allegation D). PO Torres told [redacted] that he would need to handle his summons in court. [redacted] left the location and drove to the 61st Precinct stationhouse.
