On April 1, 2017, at approximately 7:00pm, [redacted] was walking on East 149th Street between Wales Avenue and Tinton Avenue in the Bronx when he was stopped by Police Officer Juan Cabrera of the 40th Precinct (Allegation A). [redacted] asked the officer why he was being stopped, to which PO Cabrera stated, "Do you have any weapons on you?" (Allegation B). PO Cabrera then frisked [redacted] upper left armpit area (Allegation C). As PO Cabrera, along with Sergeant Brian Ramirez, Police Officer Coty Green, and Police Officer Doreyda Munoz of the 40th Precinct, were reentering their vehicle, [redacted] allegedly stated to the officers, "let me get you names, commands, and shields."
