Summary

On August 25, 2017, at approximately 12:20 a.m., Sgt. Thomas Manning, PO Michael Rothschild, and PO Brian Tam, all of the 41st Precinct, responded to [redacted] in the Bronx at the request of employees of the Administration for Children's Services ("ACS"). Sgt. Manning, PO Rothschild, and PO Tam forced entry into the apartment, damaging the front door of the apartment in the process (Allegation A and B: Abuse of Authority, [redacted]) and allegedly pointed their guns at [redacted] and his [redacted]-year-old daughter, [redacted] (Allegations C - F: Force, [redacted]).
