On September 26, 2017, at approximately 1:30 a.m., [redacted] was walking on Astoria Blvd. in Queens toward his parked car. PO Michael Kenefick and PO Connor Lichte, both of the 114th Precinct, approached in an RMP driven by PO Lichte. The officers asked [redacted] for his ID, and [redacted] refused.
