On October 5, 2017, at approximately 12 p.m., in the vicinity of [redacted] in Brooklyn, PO Eduard Bilenkis of the 60th Precinct threatened to arrest [redacted] (Abuse of Authority, Allegation A, [redacted]). Inside of [redacted] in Brooklyn, [redacted] heard PO Bilenkis and his partner, PO David Elisashvili of the 60th Precinct, tell her ex-boyfriend, [redacted] in Russian that they could take [redacted] to a psychiatric ward (Abuse of Authority: Allegations B and C, [redacted]). At some point during this incident, an officer, PO Bilenkis, pushed [redacted] on her shoulder (Force: Allegation D, [redacted]). PO Bilenkis also told [redacted] that she would be taken to a psychiatric ward (Abuse of Authority: Subsumed in Allegation B, [redacted]). PO Bilenkis called [redacted] "sychka" - which translates from Russian as "bitch" (Discourtesy: Allegation E, [redacted]). While inside of [redacted], PO Elisashvili also threatened to arrest [redacted] (Abuse of Authority: Allegation F, [redacted]).
At approximately 1:30 p.m. that same day, [redacted] arrived to the 60th Precinct stationhouse. When [redacted] tried to file a complaint against PO Bilenkis and PO Elisashvili, PO Victoria Cann refused (Abuse of Authority: Allegation G, [redacted]). PO Elisashvili then approached [redacted] and asked her to leave the stationhouse or else they would take her to a psychiatric ward or arrest her (Abuse of Authority: Allegations H and I, [redacted]). PO Elisashvili grabbed [redacted] by her hand, twisted it backwards, and pushed [redacted] towards the stairs of the stationhouse (Force: Allegation J, [redacted]).
Before [redacted] left, she called 311 to file a complaint against PO Elisashvili, at which time PO Elisashvili grabbed [redacted] by the hand in which she held her cell phone (Force: Subsumed in Allegation J, [redacted]).
