On September 20, 2017 at approximately 6:42 p.m., [redacted] was in Sara Roosevelt Park on Rivington Street and Chrystie Street in Manhattan, when an elderly man approached him and asked for marijuana, which [redacted] provided, free of charge. Shortly thereafter, he was stopped by Lieutenant Fabian Sanchez (Allegation A: Abuse of Authority – Stop, [redacted]) and Detective Anthony Mangano of Narcotics Borough Manhattan South. [redacted] believed he was getting mugged, and began to swing his arms. In response, Detective Mangano punched him in the mouth (Allegation B: Force – Physical force, [redacted]). As [redacted] was being handcuffed, he begged the officers not to arrest him. Detective Mangano allegedly replied, "If you don't shut up, I'm going to break your arm" (Allegation C: Abuse of Authority – Threat of force (verbal or physical), [redacted]).
