Summary

On November 14, 2017, at approximately 3:10 p.m., [redacted] was sitting in his car, parked on [redacted] in Brooklyn. The car's engine ran for five to ten minutes before [redacted] pulled out of his parking spot and double parked right in front of the parking spot he just left. PO Alicha Claude approached and stopped [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Claude, Lt. Eduardo Silva, and PO Lauren Basso exited their unmarked police vehicle and approached [redacted]'s vehicle. PO Claude instructed [redacted] to exit his vehicle and stand at the back with Lt. Silva and PO Basso. [redacted] complied. PO Claude got into [redacted]'s driver seat and searched his vehicle, including inside the glove compartment (Allegation B: Abuse of Authority, [redacted]). While standing at the back of the vehicle, [redacted] told Lt. Silva and PO Basso that the officers had no legal reason to search his vehicle. Lt. Silva told [redacted] to "shut the fuck up" (Allegation C: Discourtesy, [redacted]). PO Claude instructed [redacted] to get back into his vehicle and wait. PO Claude issued [redacted] a warning for idling and no summons was issued.
As PO Claude walked back to the police vehicle, [redacted] asked PO Claude for her name and shield number, which she provided. [redacted] asked Lt. Silva and PO Basso for their names and shield numbers saying, "I need their names and badge numbers too." Lt.
