On February 7, 2018, shortly before 11:51 p.m., [redacted] was driving east on Liberty Avenue toward South Conduit Boulevard in Brooklyn. Police Officers Gavier Almanzar, Nicholas Salvadori, Jason Kwan, and Volodymyr Burdeynyy, all of PSA2, were patrolling in an unmarked black passenger van. The officers allegedly saw that [redacted] vehicle had an inoperative rear license plate light, and they attempted to pull him over. [redacted] refused to pull over and called 911. He eventually stopped in front of a gas station at 640 South Conduit Boulevard. All four officers allegedly pointed their guns at [redacted] upon exiting the van (Allegations A-D: Force, [redacted]).
