Summary

On February 14, 2018, at approximately 7:18 p.m., in the vicinity of [redacted] in Manhattan, Lieutenant Flavio Rodriguez of the Housing Borough Manhattan Response Team (HBMRT), accompanied by Police Officer Brian Raghoenathsingh of the HBMRT, stopped [redacted] and [redacted] known only as '[redacted]' (Allegations A and B: Abuse of Authority, [redacted]).
