On March 6, 2018, at approximately 1:30 p.m., [redacted] was at his home, located at [redacted] in Staten Island, when his daughter, [redacted] had a life-threatening medical emergency (and subsequently died the following week). [redacted] became distraught, went into his backyard, yelled, and threw patio furniture and potted plants. EMTs that responded to the scene for [redacted] Is daughter asked for officers to respond as they believed that [redacted] was an emotionally disturbed person (EDP). PO James Amundsen, PO Salvatore Oliveri, PO Peter Evensen, PO Christopher Payne, and Lieutenant Ryan McGuinness of the 123rd Precinct responded to the location. Lt. McGuinness told [redacted] that he had to go to the hospital (Allegation A – Abuse of Authority). [redacted] refused to go to the hospital, and attempted to reenter the house to see his daughter. PO Amundsen, PO Oliveri, PO Evensen, and PO Payne took [redacted] to the ground and placed him into handcuffs (Allegation B – Force, Allegation C - Force, Allegation D - Force). Lt.
