Summary

On March 3, 2018, at approximately 1:25 p.m., Police Officer Vasyl Filchukov and Police Officer Christopher Cianicullo, both of the 33rd Precinct, stopped [redacted] in front of [redacted] in Manhattan. PO Cianicullo allegedly said to [redacted] "We can deport you, you're an immigrant, you're not from here," "Your mother is a bitch," and "I hope your mother dies and your grandmother" (Allegation A: Abuse of Authority, [redacted]; Allegation B: Offensive Language, [redacted]; Allegation C: Discourtesy, [redacted]). PO Filchukov and PO Cianicullo allegedly entered [redacted] in Manhattan (Allegation D: Abuse of Authority, [redacted]; Allegation E: Abuse of Authority, [redacted]).
On March 7, 2018, PO Filchukov and PO Cianicullo used physical force against [redacted] and [redacted] during a forcible takedown (Allegation F: Force, [redacted]; Allegation G: Force, [redacted]; Allegation H: Force, [redacted]; Allegation I: Force, [redacted]). PO Filchukov and PO Cianicullo used further physical force against [redacted] (Allegation J: Force, [redacted]; Allegation K: Force, [redacted]). There is evidence suggesting PO Filchukov and PO Cianicullo provided false official statements to the CCRB during the investigation (Allegation M: [redacted]; Allegation N: [redacted]). A spin-off regarding the false official statements was generated on April 22, 2019, and referred to IAB under CCRB case number #201903387. PO Filchukov and [redacted] both received medical attention at [redacted] for injuries sustained during this incident. [redacted] was transported to [redacted] for a bruise to his head.
