On April 27, 2018 at approximately 2:17 p.m., [redacted] urinated in a parking lot, located at 244 Arden Avenue in Staten Island. Police Officer Sean Gardner, Police Officer Frank Recca, and Detective Kristen White, all of Narcotics Borough Staten Island, approached and stopped [redacted] (Allegations A through C: Abuse of Authority, exonerated).
