Description: On October 7, 2019, Plaintiff was lawfully present inside the 121st Precinct when he was arrested and handcuffed by defendant officers with no probable cause or legal justification. Prior to October 7, 2019, Plaintiff was contacted repeatedly by defendant officers who told Plaintiff to come to the precinct to speak with them. Plaintiff was not told what they wanted to speak with him about, but went to the precinct because he knew he did not commit a crime or violate the law in any way. Description: On or about August 22 2018 Kishia Smith was wrongfully arrested by NYPD officers, including Detective Frank J. Recca, at her home in Staten Island (New York). The officers entered her home in the early in the morning without a search warrant and conducted an unlawful search. Both Smith and another individual called Derrick Williams were both handcuffed and detained, with Smith only wearing a see-through t-shirt and leggings. The officers denied her request to change into more appropriate clothing. Description: On May 28, 2013, Plaintiff was walking on the street when NYPD Officers Sean Flanagan, stopped him for no reason, pointed a gun at his head, and threatened to shoot him if he did not get on the ground. Other NYPD Officers Frank Recca, Matthew Rosiello and others then repeatedly punched and kicked him in the face, back and neck. Despite injuries, they did not request medical assistance for the Plaintiff. The Officers then manufactured baseless charges, and Plaintiff was subject to false criminal proceedings.
