On May 18, 2018, at approximately 6:20 p.m., [redacted] was driving with [redacted] and [redacted] when they were stopped by Detective James Sgaglione and Police Officer Nicholas Bekas, both assigned to Queens South Narcotics Bureau, in an unmarked prisoner van, near the intersection of Dix Avenue and Chandler Street in Queens. Det. Sgaglione and PO Bekas allegedly approached [redacted]'s vehicle with their firearms drawn, and shouted, "Get the fuck out of the truck!" (Allegations A and B: Abuse of Authority, [redacted] Allegations C and D: Discourtesy, [redacted] Det. Sgaglione allegedly pulled [redacted] out of his vehicle, handcuffed him, recovered several glassine envelopes of heroin from his person, and then he and PO Bekas allegedly pushed and dragged him over to the prisoner van (Allegations E and F: Force, [redacted] Before lodging him in the prisoner van, Det. During the next three hours, [redacted] fell out of his chair onto the floor of the prisoner van several times, and in each instance, Det.
