On May 23, 2018, at approximately 5:00 p.m., [redacted] and [redacted] went to McDonalds, located at 159-01 Jamaica Avenue in Queens. PO Michael Horan and PO Dillon Tonne, both from the 103rd Precinct, ordered [redacted] and [redacted] to leave. PO Horan allegedly told [redacted] and [redacted] "I know you really don't want us to put our hands on you" and that they "had the easy way or the hard way" (Allegation A – C: Abuse of Authority, [redacted]). [redacted] and [redacted] left McDonalds without additional incident.
Approximately two hours later, [redacted] and [redacted] encountered PO Horan and PO Tonne inside of Jamaica Multiplex Cinemas, located at 159-02 Jamaica Avenue in Queens. PO Horan allegedly asked [redacted] if [redacted] was "on something" and PO Tonne allegedly asked [redacted] if [redacted] "had anything on him that he's not supposed to have" (Allegation D – E: Abuse of Authority, [redacted]).
