Summary

On May 20, 2018, at approximately 10:33 a.m., [redacted] was arrested for [redacted] and was subsequently transported to the 108th Precinct stationhouse. While she was in a cell, [redacted] refused to be fingerprinted, and Sergeant Diego Dotres of the 108th Precinct allegedly said, "You are stupid. You are dumb. This is why you have these problems (Allegation A: Discourtesy, [redacted]). An unidentified officer entered the cell area and allegedly said, "Do you have papers? Are you a citizen or are you a resident? Or are you an immigrant? What do you want to do? Fix your papers? (Allegation B: Abuse of Authority, [redacted]). [redacted] was removed from the cell, and another unidentified officer said [redacted]'s handcuffs were not adjusted properly and proceeded to tighten the handcuffs. [redacted] told this officer that she was hurting her, and the officer allegedly threatened to tighten them more if she complained further (Allegation C: Abuse of Authority, [redacted]).
