On June 1, 2018, at approximately 5:45 p.m., [redacted] was walking on the Robert F. Kennedy (RFK) Bridge approximately fifteen feet in front of his friend, [redacted]. While on the bridge, Detective Fernando Guerrero and Police Officer Rafael Moscoso approached [redacted] immediately placing him under arrest, and Police Officer Randy Figuereo and Police Officer Jeannette Rivera stopped [redacted] (Allegations A and B: Abuse of Authority – Stop, [redacted]) as an officer placed their hand into [redacted] pocket and asked him if he had any guns or drugs (Allegation C: Abuse of Authority – Search of person, [redacted]).
