Description: On March 4, 2013, Plaintiff SL tossed an empty snack bag like a basketball aiming at a garbage pull and missed. He walked towards the snack bag and put it in the trash. 2 police officers including defendant Randys Figuereo, ran up to the plaintiffs and asked if they lived near 3039 west 33rd street, where they were walking near. Plaintiff Morning answered advising they had relatives here and the defendant continued to question the plaintiffs and eventually placed in handcuffs. Morning was taken to central booking and SL to family court. Defendant falsely reported that Morning was littering. After 27 hours, the charges against plaintiffs were adjourned in contemplation of dismissal.
