On June 13, 2018, at 5:37 p.m., [redacted] was in her [redacted]-floor apartment when she heard voices coming from the alleyway of [redacted] in Queens. [redacted] went to her window, which overlooks the alley, and observed two officers, identified by the investigation as Sgt. Joel Edwards and PO Kaisser Surriga, both of Queens North Narcotics, arresting two individuals, identified by the investigation as [redacted] and [redacted]. Sgt. Edwards and PO Surriga allegedly pushed [redacted] and [redacted] against the wall and punched them (Allegations A, B, and C: Force, [redacted]).
