Summary

On March 19, 2018, at approximately 6:00 p.m., [redacted] was inside of Total Beauty Supply at 67 East Burnside Avenue in the Bronx with his friend [redacted]. [redacted]'s friend [redacted] was outside the store. Officers from the Gun Violence Suppression Division – including Sergeant Michael DeCandido, Detective Thomas DeKoker, Detective Johnnie Rosario, Detective Mahmud Abdul-Jabbar, Detective Maria Bocachica (née Lopez), Detective Brian Martin, and Detective Maricela Galindez and officers from Bronx Gang Squad - including Detective Belinda Delgado, Sergeant Leo Nugent, Detective Jeffrey Scalf, Detective Adlai Pinney, and Sergeant Kenneth Russell entered the store.
Sgt. Michael DeCandido stopped [redacted] and [redacted] (Allegations A, B, and C – Abuse of Authority – Stop, [redacted]). Sgt. Michael DeCandido frisked [redacted] (Allegation D – Abuse of Authority – Frisk, [redacted]). Sgt. Nugent frisked [redacted] (Allegation E – Abuse of Authority – Frisk, [redacted]). An officer allegedly searched [redacted] (Allegation G – Abuse of Authority – Search, [redacted]). Det. Abdul-Jabbar frisked and allegedly searched [redacted] (Allegation F - Abuse of Authority – Frisk, [redacted]) (Allegation H – Abuse of Authority – Search, [redacted]). [redacted] began recording a video of the officers on his phone. Det. Rosario removed [redacted]'s phone from his hand (Allegation I – Abuse – Interference with recording, [redacted]). [redacted] and [redacted] were handcuffed, but ultimately released without being arrested or summonsed. An officer allegedly spoke discourteously to [redacted] (Allegation J – Discourtesy -- Word, [redacted]).
