On September 2, 2018, at approximately 6:30 PM, at the intersection of 177th Street and Broadway in Manhattan, PO Steven Clarke of the 33rd Precinct pulled [redacted] over for a traffic infraction. During the interaction, PO Clarke allegedly used physical force against [redacted] (Allegation A: Force, Unfounded). PO Donald Gabel, also of the 33rd Precinct, gestured discourteously towards [redacted]'s passenger, [redacted] (Allegation B: Discourtesy, Substantiated).
