On November 30, 2018, at approximately 10:20 a.m. [redacted] was walking with his girlfriend [redacted] at Nick LaPorte Place and Stuyvesant Place on Staten Island. [redacted] crossed Stuyvesant Place ahead of [redacted] in front of a van driven by PO William Kulik, and with PO Vincent Palmer as a passenger. [redacted] and PO Kulik each indicated for the other to pass. PO Kulik then decided to stop [redacted]. After he did so, he allegedly called [redacted] a "faggot," a "fucking faggot" (Allegation A: Offensive Language- Sexual Orientation-[redacted]). He allegedly stated to [redacted] about [redacted] "Fuck you," "Fuck you and your bitch," and "You should have fucking let us go first" (under Allegation B: Discourtesy- Word-[redacted]; Allegation C: Discourtesy- Word-[redacted]; Allegation D: Offensive Language- Gender-[redacted]).
PO Kulik then brought [redacted] to Staten Island Criminal Court at 26 Central Avenue on Staten Island.
