Summary

On December 1, 2018, at approximately 2:01 p.m., [redacted]'s mother, [redacted] called 911 to report a dispute with [redacted] at their residence at [redacted] in Queens. Police Officer Brett Strauss and Police Officer Moises Roman, both of the 102nd Precinct, responded to the location. EMT [redacted] and EMT [redacted] also went to the location. [redacted] asked the officers and EMTs to bring [redacted] to a hospital, as she refused to take medication for a mental health condition and had destroyed property in the apartment. [redacted] refused to allow the officers and EMTs to transport her to the hospital. PO Strauss and PO Roman attempted to handcuff [redacted] forcibly, and she fell to the ground during the ensuing struggle (Allegations A-B: Force, [redacted]). PO Roman allegedly restricted [redacted]'s breathing (Allegation C: Force, [redacted]). PO Strauss allegedly punched [redacted] (Allegation D: Force, [redacted]).
