On November 30, 2018, at approximately 9:25 a.m., [redacted] was sitting inside his car at 303 East 111th Street in Manhattan, waiting for alternative parking to begin. PO Vincent Pinto of the 23rd Precinct then pulled in front of his car, boxing him in. He approached [redacted] and asked for his license and registration. [redacted] asked why he needed his information. PO Pinto again asked for his license and registration and allegedly told him that if he did not provide it, he would be arrested (Allegation A: Abuse; Unfounded). PO Pinto then issued [redacted] two summonses for license plate violations [BR 01].
[redacted] went immediately to the 23rd Precinct to file a complaint against PO Pinto. When he arrived, he was told that he could not make a complaint at the stationhouse (Allegation B: Abuse; Unsubstantiated). PO Kimberly Burgos of the 23rd Precinct wrote down the different methods to file a complaint with the Civilian Complaint Review Board on a piece of paper and gave it to [redacted] [BR 02].
