On December 26, 2018, at approximately 9:00 p.m., [redacted] was arguing with his wife, [redacted] in their home, located at [redacted] in Queens. During this argument, one of his children called 911 to report that their father was choking their mother. PO Casey Shamloo, PO Luigi Fattizzo, PO Christine Thomson, and PO Anthony Boccio, all of the 100th Precinct, went to [redacted].
While PO Shamloo was interviewing [redacted] PO Thomson, and PO Boccio tried interviewing [redacted] (Allegations A and B-Abuse of Authority- [redacted] PO Boccio took [redacted] to the ground (Allegation C- Force- Exonerated). Unidentified officers allegedly struck him with fists and knees and put a knee on his head (Allegation D- Force- [redacted]). As PO Boccio, PO Fattizzo, and PO Shamloo were carrying him out to the police vehicle, they allegedly held him by the handcuffs and threw him into the vehicle (Allegations E, F, and G- Force-[redacted]). Unidentified officers allegedly pushed him while he was in the car and yanked him by the handcuffs into the rear of the patrol vehicle (Allegation H- Force-[redacted]).
[redacted] was arrested for four counts of criminal contempt in the first degree, one count of strangulation in the first degree, criminal obstruction of breathing, resisting arrest, acting in a manner injurious to a child less than 17 years old, harassment in the second degree, criminal mischief in the third degree, criminal obstruction of breathing, resisting arrest, and obstructing governmental administration in the second degree (Board Review 01).
