On January 8, 2019, PO Michael Horan, PO Dillon Tonne, and unidentified officers from the 103rd Precinct, and city officials from the Department of Buildings (DOB) and Housing Preservation and Development (HPD) entered [redacted] in Queens. [redacted] asked all of the officers for their names and shield numbers and the officers did not provide their information (Allegations A and B: Abuse of Authority). [redacted] asked PO Horan for his shield number and he refused to provide the information (Allegations C: Abuse of authority).
