Summary

At approximately 6:48 p.m. on January 24, 2019, [redacted]'s mother, [redacted] called 911 to report that [redacted] who was eventually diagnosed with schizoaffective disorder, required medical attention. Several officers from the 67th Precinct, including Police Officer Kenny Kowlessar and Police Officer Daohui Tang, responded to [redacted]'s home at [redacted] in Brooklyn. Police Officer Kowlessar and Police Officer Tang attempted to physically restrain [redacted] (Allegations A and B – Abuse of Authority: Forcible removal to the hospital, [redacted]). Police Officer Kowlessar then told [redacted] "I will fucking Tase you" (Allegation C – Discourtesy: Word, [redacted]). Police Officer Kowlessar then used his Taser against [redacted] (Allegation D – Force: Nonlethal restraining device, [redacted]). Police Officer Kowlessar then forced [redacted] to the ground and handcuffed him (Allegation E – Force: Physical force, [redacted]). Police Officer Kowlessar told [redacted] "Keep your fucking head down" (Within Allegation C). Two unidentified FDNY EMTs and a patrol supervisor, Sergeant Robert Falcone of the 67th Precinct, responded to the location after [redacted] was handcuffed. Sergeant Falcone told [redacted] "Get up and walk out, otherwise we're going to drag you. I'm not picking you up. Get up we're going to drag you. You want us to drag you?"
