On February 10, 2019, at approximately 6:54 p.m., at [redacted] in Brooklyn, [redacted] called 911 and requested that officers respond because his upstairs neighbors were making too much noise. PO Andy Heenpella and PO Sheldon Maxwell, of the 61st Precinct, responded to the location. PO Heenpella and PO Maxwell refused to speak with [redacted]'s upstairs neighbors.
