Summary

On February 15, 2019, at approximately 5:35 p.m., [redacted] was making art in the vicinity of 6th Avenue between West 47th Street and West 48th Street in Manhattan. Police Officers Harry Ortiz and Brendan Gould from the 181 Command of Patrol Borough Manhattan South, approached [redacted]. PO Ortiz said to [redacted] "Shut up. You have to close.
