Summary

On February 26, 2019, at approximately 10:40 p.m., [redacted] was driving home along Jersey Street in Staten Island, when his vehicle was stopped by PO Cecilio Ramos and PO Jennifer McGowan, both of SRG-5. PO Ramos and PO McGowan instructed [redacted] to give them his license about five times, but each time [redacted] refused. This led to PO Ramos threatening to pull [redacted] out of the vehicle for refusing to comply with the instruction (Allegation A: Abuse of Authority, [redacted]). PO Ramos also told [redacted] "Don't give us a fucking problem," (Allegation B: Discourtesy, [redacted]). During the course of this interaction, Sgt. Daniel Hachemeister arrived at the scene and spoke with [redacted] as well. Sgt. Hachemeister, when explaining the situation, said to [redacted] "You were a little fucking nasty to my cop," (Allegation C: Discourtesy, [redacted]). Later in the conversation, Sgt. Hachemeister explained that PO Ramos and PO McGowan might be writing [redacted] a summons, but also added a couple questions, asking, "No weapons in the car? No knives, nothing like that?"
