On April 1, 2019, at approximately 11:00 p.m., [redacted] was double parked on Blake Avenue, between Fountain Avenue and Logan Street, in Brooklyn. Shortly after driving away from the location, PO Sean Collins, PO Francesco Iorio, and PO Vincent Gambino, all of the 75th Precinct, pulled [redacted] over at the intersection of Logan Street and Sutter Avenue. [redacted] began filming the incident on his cell phone, which was mounted on the dashboard of his vehicle. PO Iorio asked [redacted] to exit the vehicle and frisked him (Allegation A: Abuse of Authority, [redacted]). PO Gambino asked [redacted]'s friend, [redacted] to exit from the passenger seat of the vehicle and frisked him (Allegation B: Abuse of Authority, [redacted]). PO Gambino searched [redacted]'s vehicle (Allegation C: Abuse of Authority, [redacted]). While searching the vehicle, PO Gambino stopped the recording on [redacted]'s phone (Allegations D: Abuse of Authority, [redacted]). After stopping the recording, PO Gambino deleted the video from [redacted]'s phone (Allegation E: Abuse of Authority, [redacted]).
