On April 8, 2019, at approximately 7:30 a.m., Det. Kevin Harding, Det. Claudio Paula, and PO Robert Divers, all of the Manhattan Warrant Section, appeared at [redacted] in Manhattan to execute an active Arrest Warrant for [redacted] and [redacted] were inside of the apartment. Det. Harding entered the apartment (Allegation A: Abuse of Authority, [redacted] and was followed by Det. Paula. [redacted] fled from Det. Harding and Det. Paula to the rear of the apartment. Det. Paula radioed PO Divers, who was outside the apartment building, and requested backup. Det. Harding allegedly grabbed and struck [redacted] from behind (Allegation B: Force, [redacted] Det. Paula allegedly punched [redacted] in the abdomen and head (Allegation C: Force, [redacted] PO Divers entered the apartment and allegedly threw [redacted] to the ground (Allegation D: Force, [redacted] Det. While officers attempted to place [redacted] in custody, [redacted] and [redacted] moved between the officers and [redacted] With his collapsible baton, Det.
