Summary

At approximately 8:58 a.m. on April 24, 2019, [redacted] entered the 78th Precinct stationhouse with the intention of filing a complaint against officers. Upon entering, he encountered Police Officer Nasser Alsubai, Police Officer Anthony Baty, Police Officer Krysta Cosenza, and an unidentified Police Cadet. [redacted] said that he had come to file a complaint against an officer, and all three officers pointed [redacted] to a poster on the wall giving contact information for the Civilian Complaint Review Board. Police Officer Cosenza then told [redacted] that following the information on the poster would be the best way of filing his complaint. Allegedly, not one of Police Officer Alsubai, Police Officer Baty, nor Police Officer Cosenza offered to take [redacted]s complaint in-person or provided him with a Civilian Complaint Report form (Allegation A: Abuse of Authority - Refusal to process civilian complaint, [redacted]) (Allegation B: Abuse of Authority - Refusal to process civilian complaint, [redacted]) (Allegation C: Abuse of Authority - Refusal to process civilian complaint, [redacted]). [redacted] then left the 78th Precinct stationhouse.
