On an unknown date in February 2019, at approximately 9:00 PM, [redacted] was walking on Church Avenue between East 42nd Street and East 43rd Street in Brooklyn. PO Christian Cayenne, of Patrol Borough Brooklyn South Anti-Crime, and an unidentified officer exited an unmarked car and approached [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Cayenne asked [redacted] "Do you have a gun? I'm trying to keep the streets safe" (Allegation B: Abuse of Authority, [redacted]). PO Cayenne lifted [redacted] coat (Allegation C: Abuse of Authority, Unsubstantiated), patted around [redacted] waistband, and frisked [redacted] between the legs (Allegation D: Abuse of Authority, [redacted]). PO Cayenne mumbled under his breath and called [redacted] "ugly" and a "monkey" (Allegation E: Discourtesy, [redacted]) (Allegation F: Offensive Language, [redacted]). PO Cayenne and the unidentified officer entered their car and drove away.
