On May 19, 2019, at approximately 4:15 p.m., [redacted] was driving his motorcycle on Ocean Parkway, approaching Avenue R in Brooklyn. He was pulled over by PO Dencil Parmar and Sgt. Waly Saif from the 61st Precinct. After a back and forth conversation, [redacted] asked PO Parmar if it he was acting with "CPR", referring to "courtesy, professionalism, and respect", to which PO Parmar allegedly responded, "Oh, you don't want to get locked up, do you?" (Allegation A: Abuse of Authority; [redacted]). PO Parmar issued [redacted] a summons for his expired registration, and [redacted] again denied that his exhaust was loud.
