Complaint
Description: On June 6, 2022, plaintiff was stopped by defendant officers, including Officer Andrew Martinez (Shield No. 17009) and Officer Dencil Parmar (Shield No. 5918), without probable cause. Defendants forcibly handcuffed plaintiff without probable cause. Neither defendant-officers Martinez nor Parmar, nor any other present officer intervened to remedy the violation of plaintiff's rights. Defendants never advised plaintiff of any rights as required by Federal and State Law. Defendants failed to advise plaintiff of such rights both at the time of the initial encounter and while plaintiff was held in custody at the 61st Precinct.
