Summary

On June 9, 2019, at approximately 12:00 p.m. [redacted] was at a grocery store located at [redacted] in Queens. [redacted] was attempting to redeem bottle recycling return receipts for cash value when he and [redacted] the manager of the store became engaged in a dispute. The manager called 911 and requested police officers to respond. PO John Mccue and PO Joseph Grisafi of the 107th Precinct responded to the 911 call. PO Grisafi allegedly ripped [redacted] s recycling deposit receipts (Allegations A – Abuse of Authority: [redacted] [redacted] was escorted out of the store where PO Mccue and PO Grisafi allegedly kicked [redacted] in the back and forced him to the ground (Allegations B and C - Force: [redacted] [redacted] was handcuffed and transported via ambulance to [redacted] against his will (Allegations D and E – Abuse of Authority: [redacted] [redacted] cannot communicate in English and alleged that PO Mccue and PO Grisafi both failed to obtain language interpretation services (Allegations F and G – Abuse of Authority: [redacted]).
