At approximately 2:00 a.m. on July 10, 2019, Mr. [redacted] went to the 77th Precinct stationhouse in order to file a complaint against officers (that complaint is the subject of CCRB # 201906017). There Mr. [redacted] encountered Police Officer Jonathan McDonald of the 77th Precinct. Police Officer McDonald asked for Mr. [redacted] to provide him with information about the time and location of the incident he wished to complain about. When Mr. [redacted] told him, Police Officer McDonald stated the names and shield numbers of the officers who had been involved in that incident. Mr. [redacted] then told Police Officer McDonald that he wanted to make a complaint against those officers, but Police Officer McDonald replied that if Mr. [redacted] wanted to make a complaint against NYPD officers it would have to be with the CCRB. Police Officer McDonald allowed Mr. [redacted] to take a picture of a card containing information for how to make a complaint to the CCRB, but did not inform Mr. [redacted] that he could make a complaint at the 77th Precinct stationhouse (Allegation A: Abuse of Authority - Refusal to process civilian complaint, substantiated).
