Summary

On July 12, 2019, at approximately 1:20 p.m., [redacted] was inside the lobby area of the [redacted] in Manhattan. At this time, [redacted]'s friend, was being lodged in the holding cell area. [redacted] yelled to [redacted] for help. [redacted] asked the officers several times to explain why [redacted] was under arrest. Sgt. Roy Kim instructed [redacted] to leave the stationhouse and to stop recording. Sgt. Kim allegedly told [redacted] to "get the fuck out of the precinct" (Allegation A: Discourtesy, [redacted]). [redacted] who was holding a phone, allegedly told Sgt. Kim that he should record the sergeant but did not record. As [redacted] walked through the first set of doors toward the exit of the stationhouse, Sgt. Kim allegedly approached [redacted] from behind and brought [redacted] to the ground before placing a knee on his lower back (Allegation B: Force, [redacted]). [redacted] alleged that the takedown resulted in a lower back injury, a swollen right knee, scrapes to his right knee, right hand, and right shoulder.
At some point when [redacted] was being processed for arrest, he asked Sgt. Kim and PO Alexis Martinez for their shield numbers, and they allegedly did not provide their shield numbers upon request (Allegations C and D: Abuse of Authority, [redacted]).
