On July 27, 2019, at approximately 11:40 p.m., officers from PSA 3 and various commands were assigned to a detail in the vicinity of [redacted] in Brooklyn. At some point during the detail, PO Jalal Ali of PSA3 allegedly searched [redacted]'s vehicle (Allegation A: Abuse of Authority, [redacted]). PO Ali subsequently grabbed a cup from [redacted]'s hand, threw it on the ground, and then stomped on it (Allegation B: Discourtesy, [redacted]). PO Ali allegedly attempted to snatch [redacted]'s phone as they were recording (Allegation C: Abuse of Authority, [redacted]). As PO Ali was dispersing a crowd, PO Ali pepper sprayed [redacted] (Allegation D: Force, [redacted]), [redacted], and other unidentified individuals were also allegedly affected by the pepper spray (Allegation E: Force, [redacted]), Allegation F: Force, [redacted]), and Allegation G: Force, [redacted]).
