On August 11th, 2019, at around 11:40pm, [redacted] called 911 to report an attempted theft of his bicycle in front of [redacted] in Queens. Police Officer Andrea Cicillini and Police Officer Wilson Chan, both of the 112th Precinct, responded. After speaking with both [redacted] and some witnesses, PO Cicillini and PO Chan told [redacted] that they believed he was intoxicated and instructed [redacted] to go home. [redacted] refused to leave until the officers wrote a report for the attempted theft of his bicycle, and PO Cicillini and PO Chan called EMS to remove [redacted] to the hospital (Allegations A and B: Abuse of Authority, [redacted]). [redacted] was transported to [redacted].
On August 12th, 2019, at around 1:45am, [redacted] was released from [redacted] and went to the 112th Precinct stationhouse to make a complaint about PO Cicillini and PO Chan. At the 112th Precinct stationhouse, Sergeant Robert Hyland of the 112th Precinct allegedly refused to process [redacted]'s complaint regarding officers (Allegation C: Abuse of Authority, [redacted]).
