Description: On March 18, 2019, seventy-three year old plaintiff called the New York City 311 line to register a noise complaint with regard to the aprtment directly above his. No officer arrived at the home to investigate the call and plaintiff then called 911. Defendant PO's Hyland and Pepe arrived at the apartment complex at approximately 2:00 AM. PO Hyland asked plaintiff a few questions upon arrival, and then PO Hyland grabbed plaintiff's right hand, twisted it behind his back, placed tigh handcuffs around plaintiff's wrist, and pushed him to the building's lobby floor. Plaintiff complained the handcuffs were too tight, so PO Hyland responded by squeezing them tighter, and during these events PO Pepe did nothing to in...
