Summary

On July 5, 2019, at approximately 1:10 AM, PO Donovan Bunch, PO Qurban Fariad, PO Taylor Young, and Sgt. Ramon Reyes, who were assigned to the 25th Precinct at the time, stopped [redacted] vehicle on 118th Street between 5th Avenue and Lennox Avenue in Manhattan after allegedly previously seeing [redacted] vehicle on Pleasant Avenue shortly beforehand. The officers initiated the stop either because of [redacted] tinted windows or on suspicion of [redacted] having a police scanner in his car. [redacted] and their children, ages nine, four, and one, were in the vehicle with [redacted] PO Bunch instructed [redacted] to exit his vehicle and frisked and searched [redacted] pants pockets while Sgt. Reyes supervised his activities (Allegations A - D, Abuse of Authority: [redacted]). PO Bunch, PO Fariad, and PO Young searched [redacted] vehicle Sgt. Reyes supervised their activities (Allegations E - H, Abuse of Authority: [redacted]). [redacted] remained with Sgt. Reyes, who made several discourteous statements towards [redacted] including, "I don't give a shit if you got your phone," and "I don't give a shit, alright. I saw the fucking plate," (Allegation I, Discourtesy: [redacted]). PO Bunch then spoke with [redacted] and allegedly hit his arm while telling him to stop moving (Allegation J, Force: [redacted]). PO Fariad arrested [redacted] and charged him with criminal impersonation in the first degree and reckless endangerment in the second degree. PO Bunch then searched [redacted] purse Sgt.
