Summary

On August 25, 2019, at approximately 5:45 p.m., [redacted] and her roommate, [redacted] were walking on Troutman Street between Wyckoff Avenue and Saint Nicholas Avenue in Brooklyn. Police Officers Melvin Welch and Atickul Islam, both of the 83rd Precinct, were in a marked vehicle driving on Troutman Street. PO Welch was driving, and he stopped the vehicle near [redacted] and [redacted]. PO Welch called out the window to get [redacted] and [redacted]'s attention. He then asked for their names and allegedly asked for their phone numbers, and he asked one of the women whether he could take her out (Allegations A-B: Abuse of Authority, [redacted], Allegations C-D: Discourtesy, [redacted]).
